In a bold move, Finland's President Alexander Stubb has proposed an ambitious vision for the future of the European Union (EU), suggesting an expansion to an unprecedented 40 member states. This proposal, which includes countries like Canada, the UK, Turkey, Norway, and Iceland, is a strategic response to the shifting global landscape and the need for the EU to assert its power on the world stage.
Stubb's comments come at a critical juncture, with the ongoing war in Ukraine and the actions of the Trump administration prompting a reevaluation of the benefits of EU membership. He believes that the "window of opportunity" for enlargement is narrow and that the EU must act swiftly to capitalize on this moment.
"European strategic autonomy," Stubb argues, "is dependent on size and scale." He sees enlargement as the best policy to enhance Europe's geopolitical power. His vision includes not only European countries but also non-European states, a move that would significantly alter the EU's dynamics and influence.
The Western Flank and Beyond
Stubb specifically calls for the EU to look westward, suggesting the reintegration of the UK, which left the bloc in 2020, or at least bringing it "as close as possible." He also proposes Canada as a potential 28th state, asking provocatively, "Wouldn't it be lovely if Canada was the 28th state of the EU rather than the 51st state of the US?" This suggestion is a direct response to U.S. President Donald Trump's ambitions to annex Canada.
The proposal also extends to Turkey, which Stubb believes should be considered from a security perspective. He notes that "no one is talking about Turkey anymore," and advocates for bringing Turkey closer to the EU, especially considering its strategic location.
The Western Balkans, according to Stubb, is another critical region. He highlights the importance of countries like Serbia, Kosovo, Albania, Montenegro, North Macedonia, and Bosnia and Herzegovina, describing the region as "the hottest spot in Europe."
Finally, Stubb expresses his personal interest in the Nordic countries, specifically Iceland and Norway. Iceland, which recently voted to hold a referendum on EU accession, and Norway, which has twice rejected EU membership, are seen as potential additions to the EU family.
A Strategic Shift
Stubb's proposal is a strategic shift for the EU, which is currently pursuing its largest enlargement in a generation with nine candidate countries. His vision, however, goes beyond this, aiming for a more comprehensive and geographically diverse union.
"We need to start thinking big if we want to project power in the world," Stubb said. While he acknowledges the challenges and uncertainties surrounding his proposal, he believes that the EU must seize this moment to assert its influence and shape the global order.
