Budget 2026: S$500 CDC Vouchers and Cost-of-Living Payments for Singaporeans
Singaporeans are in for a much-needed financial boost with the 2026 Budget, which includes a range of measures to ease the cost of living. Prime Minister Lawrence Wong announced a special payment of up to S$400 and S$500 in Community Development Council (CDC) vouchers, targeting those aged 21 and above with an assessable income of S$100,000 or less and no more than one property.
The Cost-of-Living special payment, a one-time cash payout, will be determined by an individual's assessable income and the annual value of their residence. This initiative aims to support approximately 2.4 million Singaporeans, with payments expected in September. The CDC vouchers, worth S$500 each, will be split equally for spending at hawkers, heartland merchants, and supermarkets, benefiting around 1.4 million households. These vouchers, valid until the end of 2027, will be disbursed in January 2027.
This isn't the first time the CDC Vouchers Scheme has been implemented. It was initially introduced in June 2020 and January 2021 to assist lower-income families and support local businesses affected by the COVID-19 pandemic. Since Budget 2021, the scheme has been an annual occurrence, with households receiving S$300 in January 2025, S$500 in May 2025, and S$300 in January 2026. The latest tranche will expire on December 31, 2026.
In addition to these measures, Mr. Wong also announced U-Save rebates to help with utility expenses. Eligible Singaporean households in HDB flats, with members not owning more than one property, will receive 1.5 times the regular GST Voucher (GSTV)-U-Save amount in the 2026 financial year. This initiative aims to cushion the impact of higher utility bills due to the rising carbon tax. The total rebate for eligible HDB households could reach S$570, covering utility expenses for several months.
The Prime Minister emphasized the government's commitment to reviewing and enhancing the social support system across housing, education, healthcare, and retirement, ensuring Singapore remains an inclusive and united society. This budget reflects a responsible and steady approach to addressing the needs of Singaporeans, making it a significant step towards a more affordable and supportive future for the nation's residents.
