Bangladesh Bank Resolution Scheme 2025: How Depositors Can Withdraw Money from Sammilito Islami Bank (2026)

The recently finalized Bank Resolution Scheme of 2025 is a significant development for depositors of the newly established Sammilito Islami Bank PLC. This institution was created through the merger of five Shariah-compliant banks that had been struggling due to severe financial difficulties. The Bangladesh Bank has crafted this scheme to ensure that depositors' funds are safeguarded and to stabilize the banking system after these banks experienced operational failures caused by ongoing mismanagement, critical liquidity shortages, and an alarming rate of unpaid loans.

Details about this resolution scheme have been made available, shedding light on how depositors can expect to reclaim their money.

Understanding the Withdrawal Process

So, how exactly will depositors retrieve their funds? The timeline for access to deposits varies based on the amount each customer holds. Funds up to Tk2 lakh are fully protected and can be withdrawn at any time without restrictions under the Deposit Insurance Act. However, for sums exceeding Tk2 lakh, the process becomes more structured. The first Tk2 lakh remains accessible immediately, but any additional amounts will be disbursed in installments. Specifically, for every extra Tk1 lakh, customers will have the opportunity to withdraw once every three months. Importantly, any remaining balance beyond this will only be available for withdrawal two years after the scheme's implementation date.

Fixed Deposit Rules

For those with fixed deposits (FDRs) that mature in three months or longer, there are specific rules in place: these deposits cannot be cashed out before they reach maturity. Instead, they will automatically renew according to the terms of the scheme. For instance, a fixed deposit set for three months will undergo three automatic renewals. Deposits with terms ranging from one to two years will be treated as if they were three-year term deposits, while those extending beyond four years will not be accessible until the term concludes.

Special Considerations for Health Issues

Recognizing the needs of depositors facing serious health challenges, such as cancer or kidney dialysis, the scheme includes provisions that allow these individuals to withdraw funds beyond the usual limits based on their unique situations. This compassionate approach underscores the significance of human considerations within financial regulations.

Share Conversion for Institutional Depositors

Moreover, a substantial amount of fixed deposits—approximately Tk7,500 crore—held by banks and financial institutions will be converted into Class-B shares in Sammilito Islami Bank. This change also extends to other institutions and trusts, allowing part of their deposits to transform into shares, which may yield dividends in the future, adding another layer of complexity to the financial landscape.

Why This Resolution Was Imperative

The necessity for this resolution became evident as the Bangladesh Bank noted that repeated liquidity assistance over the past year had failed to sustainably improve the dire financial conditions of the five banks. Poor governance and a staggering volume of defaulted loans rendered traditional methods of returning depositors' money ineffective. Thus, the central bank opted to merge these institutions under the Bank Resolution Ordinance of 2025.

Sammilito Islami Bank has been established with an authorized capital of Tk40,000 crore and a paid-up capital totaling Tk35,000 crore, currently overseen by a board of directors comprising seven members appointed by the Bangladesh Bank.

But here's where it gets controversial: some critics argue that merging failing banks only masks deeper structural issues within the banking sector rather than addressing them head-on. What do you think? Is this resolution a smart move, or does it simply postpone inevitable problems? Feel free to share your thoughts in the comments!
